Smaller models, more of them, with the least agency: a public model is a public road, and constraints are the input

Most work does not need a frontier model and should not use one: frontier models are for finding the art of the possible, and for things that have to work every day at a price they are too expensive, too much power for the task and dangerous in proportion; the right end state uses the model once to build the tool, and production is plain files and plain code with no prompt in the path, with agents given the least agency that does the job. The market still at genesis is small open models for each language and culture, the Portuguese of Portugal, Brazil, Angola, Cape Verde and Mozambique, not one Portuguese; Portugal released Amalia on 1 July 2026, built by a consortium of universities with 5.5 million euros of EU recovery money and published with its dataset and code under an open licence. Constraints are the input: DeepSeek's V3 was trained in 2.788 million GPU hours on export-restricted H800 chips, and the constraint produced the innovation.

Decided by. Nobody yet: a candidate for Dinis to read, comment on and decide (keep, rewrite, merge, cut, article first, later, not doing it).

Note. 'The model is used once to build the tool, and production is plain files and plain code' is also a building principle for ship-now-ship-serverless and not-ready-to-be-in-line. The DeepSeek example is about constraint, not cost: the dollar figure is disputed and the article does not rely on it.

Chapter Civic responsibility, part The long game (drafting); topic Civic responsibility: hacking a country, sovereignty, your language.

Other ideas proposed for the same chapter: Civic responsibility: to hack means to solve problems, and small countries can lead now, The opportunity for a small country is the plumbing, built once by the state like a road, not the race for GPUs, No sovereignty without open source and open schemas; what the state pays for belongs to the commons; buy the alternative before the day you need it.
